On May 28, 2026, the Administrative Approval Bureau of Taicang Port Economic and Technological Development Zone issued a public notice on the acceptance of the environmental impact assessment for the "Xuchuan Chemical (Suzhou) Co., Ltd. Expansion Project with an Annual Output of 60000 Tons of Polyurethane New Materials".
According to the Environmental Impact Assessment Report, Xuchuan Chemical (Suzhou) Co., Ltd. was established on February 13, 2007. It is a high-tech enterprise specializing in the research and production of polyester polyols and polyurethane materials.
Xuchuan Chemical (Suzhou) Co., Ltd. has two factory areas in Taicang City, namely Xichang District and Dongchang District. The Dongchang District is located on the land south of Xiexin Road and west of Longjiang Road in the Taicang Port Chemical Industrial Park (i.e. No. 3 Xiexin Middle Road, Taicang Port Development Zone); The Xichang District is located on the plot west of Binyang Road and north of Huasu Road in the Taicang Port Chemical Industrial Park (i.e. No. 16 Huasu Middle Road, Taicang Port Development Zone). The approved and tested production capacity of Dongchang District is 80000 tons of polyurethane resin per year, and the approved and tested production capacity of Xichang District is 270000 tons of polyurethane new materials per year.

For a long time, the high-end high-performance and environmentally friendly polyurethane hot melt adhesive market (especially in the fields of automobiles, electronics, new energy, etc.) has been dominated by international giants such as Henkel, Fule, Bosco, and Sika. There are gaps in technology, brand, and application services among domestic enterprises.
China's "Manufacturing Power" strategy, "Guidelines for the Development of New Materials Industry" and other policies encourage the development of high-performance and green new materials, and support the localization and substitution of key materials. Domestic enterprises are closer to the market and can respond more quickly to customer needs, providing customized services and timely technical support. Therefore, building advanced high-performance and environmentally friendly polyurethane hot melt adhesive projects is an important opportunity to break international monopolies, achieve localization of high-end adhesives, and enhance the resilience and safety level of China's manufacturing supply chain.
To this end, the construction unit plans to expand on the basis of Xichang District, with a planned investment of 384.2 million yuan to expand the annual production of 60000 tons of polyurethane new materials project. The expansion project (hereinafter referred to as the "Project") will add 52.6 acres of land and 23593.7m of new building area. It has obtained the investment project filing certificate (filing certificate number: Taigang Guanbei (2026) 26) issued by the Taicang Port Economic and Technological Development Zone Administrative Approval Bureau on January 27, 2026, with project code 2601-320555-89-01-233332. The design production capacity of the expansion project is an annual output of 60000 tons of polyurethane new materials, including 13000 tons of high-performance polyester polyols (self-produced and self used 2500 tons), 3000 tons of polycarbonate polyols, 14000 tons of polymer polyester polyols, and 30000 tons of high-performance environmentally friendly polyurethane hot melt adhesive.
